A Creation of The Community Security Officer in Hotels is Needed
This is a theory I propose.
A creation of the post of Community Security Officer for business activities throughout the hotel to include. Rooms Division and F&B division (including Banquets). Hotel GMs and Management will not have a choice in allocation of security for security purposes. The Security Officer position is determined by the crime in the area, circumstances of the hotel, and the potential fraud the hotel may be doing, not by budget.
The purpose is to provide Safety and Security both Physical, backroom, and having a presence of appearing to have security in the function they have service in.
The position is to serve as security and nothing else. Management is not to meddle in the functions of a Community Security Officer. It shall be the Community Security Officers prerogative to assist in any functions of the establishment if needed.
Community Security Officer answers to the Regional Manager or Loss Prevention/Security Chief of the company only. The General Manager of the hotel has no control of this position.
This position is a non-management position which means this position does not have the authority to direct any position in what they need to do only to guide them. The only exception is an overnight situation where there is no management. This position is to follow the Night Auditor/s for direction, but can override with reason. Any overrides result in an incident report that is sent into the management of the hotel.
Night Audit is able to revoke the override which would result in a "Night Audit Veto" paperwork is to be submitted to management and security as to why the override was rebuffed. A "community compromise" would negate everything which would result in an email to management. This would be a more desirable solution.
Any Duties as assigned is the sole responsibility of each officer. If the officer feels the duty will result in compliance or will help an ongoing investigation or audit, the officer has the ability to waive his or her security only clause to perform the duty. The duty shall not hinder any security function, for ex. if the security team has to audit fire extinguishers on the same date as the duty, security officer is to perform the security function first before the duty. This is to include any security function that they have to perform through out the shift. The Community Security Officer is able to pause a security function to help another department as his or her discretion this will not be a management direction. THE SECURITY MANAGER/DIRECTOR/CHIEF has NO authority to assign a Community Security Officer "extra duties assigned". The only manager who has the authority is the Human Resources Director/Manager with a condition that the Community Security Officer agrees to the extra duty and agrees to the extra pay given. Community Security Officer reserve the right to decline without penalty or renegotiate without penalty.
Community Security Officers are authorized to conduct "private" investigations if needed and justified. All investigations shall be stated in an incident report. All investigations will have to be authorized by corporate loss prevention or security, Security Manager/Chief/Director.
Every Community Security Officer is to be treated as a member of management in that they will be told information not disseminated to the general employees or guests this information will be treated with the upmost secrecy.
An addition to this position that is not stated in any other basic security officer position is that they will conduct Internal Review for the hotel and report findings only to the controller of the hotel who will answer to Financial Management Division of corporate and the Loss Prevention/Security Director of corporate. Internal Review is assigned as needed.
Community Security Officer will stand in as the "Internal Review Officer" and the controller will act as an Internal Review Chief, if an Internal Review of a hotel is conducted. The Community Security Officer will direct all hotel staff on behalf of corporate. The first order of duty is to halt operations of the hotel, Community Security Officer will have the power to compensate potential displaced guests via corporate direction. The Community Security Officer is responsible for the recovery and safe keeping of any documents or sources that may be helpful for corporate to review. If the controller is "compromised" determined by corporate the Security Director or his or her boss will step in. If it is determined to be a "loss cause" 3rd party company will reprise the role of Internal Review Chief and if needed will provide their own "Internal Review Officer". In this case Community Security Officer will take orders from the 3rd party which will most likely be to cease operation which the they will comply with.
At this point Community Security Officer will reprise the role of security throughout the property or will cease duties completely. Hotel will still be responsible for their pay
